The new CBD Assessor Portal is live

The updated CBD Assessor Portal is now live, allowing CBD Accredited Assessors to submit TLA and BEEC applications using the version 4.1 TLA Rules.

CBD Accredited Assessors must create a mygovID login to access the new CBD Assessor Portal. See our mygovID guide for more information.

A user guide for CBD Accredited Assessors is also available, detailing how to login and first steps involved with the updated CBD Assessor Portal.

The CBD Assessor Portal is moving to myGovID

CBD Assessors will need to set up and use myGovID to access the CBD Assessor Portal from 6 December.

myGovID is an app you download to your smart device to prove who you are when accessing government online services, such as the CBD Assessor Portal. Your myGovID is your digital identity and unique to you. When you log in to the CBD Assessor Portal using myGovID, you’ll enter the email address you registered with myGovID. A four-digit code will appear on the login screen, which you will enter in your myGovID app.

myGovID is different to myGov. 

Your myGov account lets you link to government services online in one place. You can access online services like Medicare for your COVID-19 vaccine certificate through your myGov account. Signing into your myGov account is simple and secure when you use your myGovID

Revised Start Date for New TLA Rules

An updated Version 4.1 of the Tenancy Lighting Assessment (TLA) Rules has now been released to reflect a revised effective date of  6 December 2021. This revised date will allow for further development of the new CBD Assessor Portal.

With the exception of the revised date, the content of these rules is identical to the recently released Version 4.0 Rules. Version 4.0 is now expired, and will not be available for use on 15 November 2021.

Given the revised date, assessors may seek approval to submit Version 4.0 TLAs under the current Version 3.1 rules until 6 December 2021, on a case-by-case basis – CLICK HERE for further information.

All TLAs submitted on or after 6 December 2021 must be submitted in accordance with Version 4.1 of the Rules.

Version 4.0 and 4.1 include a number of changes to improve clarity and simplify processes for CBD Assessors. Grading for NLPDs was also amended to improve clarity and to better reflect the increased usage of LED lighting technologies.

Updated Tenancy Lighting Assessment Ruling v3.0 released

In April 2020 the CBD Administrator released a special TLA Ruling (the Ruling) to address the issues related to COVID-19 and CBD Program site assessments.

A new version of the Ruling has now been released. Version 3.0 of the Ruling removes the fixed expiry date (formerly 31 August 2021) and introduces a clause stating that the Ruling can be terminated with six weeks’ notice to industry.

Removing the fixed expiry date will provide certainty to building owners, CBD Assessors and the broader industry that any restrictions can be managed and businesses can continue to meet their requirements under the BEED Act.

TLA Rules V4.0 and TLA Ruling V3.0 Drafts – Public Consultation

The CBD Program Tenancy Lighting Assessment for Offices Rules (TLA Rules), and the CBD Tenancy Lighting Assessment for Offices Ruling (TLA Ruling), are both defined and administered by the Department of Industry, Science Energy and Resources (CBD Administrator).

The CBD Administrator is now seeking feedback on draft versions of these two documents, with submissions closing on Friday 6 August 2021.

TLA for Offices Rules Version 4.0

The draft TLA Rules version 4.0 is the first substantial revision of the document since the issue of version 3.0 in early 2016. Version 3.1 was released in April 2020 to empower the TLA Ruling, and is currently the most recent version of these rules.

Changes in version 4.0 have been made with the intention to improve clarity and simplify processes for CBD Assessors. A new grading band for Nominal Lighting Power Densities (NLPD) less than 4.5 W/m2 has also been added, so that future TLAs will better reflect the increased usage of LED lighting technologies.

The CBD Administrator will incorporate feedback from this public consultation into the final version 4.0 TLA Rules to be published in August 2021, allowing CBD Accredited Assessors to begin using these Rules in their site assessments.

TLA Ruling Version 3.0

The TLA Ruling made in April 2020 sought to provide flexibility in meeting disclosure requirements, while COVID-19 restrictions were in effect. This Ruling is due to expire on 31 August 2021.

In the draft Version 3.0 of this Ruling presented here, the fixed expiry date has been removed and instead the CBD Administrator will provide at least six weeks’ notice to CBD Program stakeholders prior to expiring this Ruling.

The CBD Administrator will publish an updated TLA Ruling prior to the current expiry date of 31 August 2021.

TLA Rules review consultation paper

The CBD Program Tenancy Lighting Assessment (TLA) for Offices Rules are defined and administered by the Department of Industry, Science Energy and Resources (CBD Administrator). The last major TLA Rules update (version 3.0) was published in early 2016, with additional minor updates (version 3.1 and an associated TLA Ruling) published in April 2020 to provide flexibility during the COVID pandemic.

The TLA Rules version 3.0 specified that TLAs were valid for five years. The first batch of five year TLAs that were certified under TLA Rules version 3.0 will begin to expire in September 2021. It is important to ensure that when TLAs for buildings are validated for another five years, the lighting assessments reflect current practice.

Feedback from stakeholders and CBD Accredited Assessors has highlighted the need for the TLA Rules to reflect shifts in the marketplace towards highly efficient LED lighting installations and updates to minimum lighting standards specified in the National Construction Code (NCC).

The CBD Administrator is now seeking stakeholder feedback on proposals to update the method of ranking Nominal Lighting Power Density (NLPD) levels in the TLA Rules. Please review the associated TLA Rules review consultation paper which outlines the proposals in detail.

CBD Program Fee Update for 2021-2022

Please be aware that CBD Program fees for the 2021-2022 financial year will increase by $5 to $429 per application. This updated fee will apply to all applications received from 1 July 2021.

CBD Program fees are updated annually to account for any increase in the Consumer Price Index published by the Australian Bureau of Statistics, as per Section 11 of the Building Energy Efficiency Regulations 2010.

Queen's Birthday Public Holiday Shutdown and Fee Changes

The CBD office will be closed on Monday, 14 June 2021 for the Queen's Birthday Public Holiday. The CBD Hotline will not be answered during this time, if you have a question please email: info@cbd.gov.au.



The Assessor Portal will still be available during these times for CBD Assessors to submit applications.

Fee Changes

The CBD Program Exemption and Assessor accreditation fees for 2021/22 will increase as per Section 11 of the Building Energy Efficiency Regulations 2010. The increased fee will apply to all applications received from 1 July 2021. The CBD Team will announce the increased fee amounts closer to this date.

CBD and NABERS COVID-19 consultation paper

The CBD Program and NABERS teams have released rulings, technical documents and guidance material in recent months to assist accredited assessors and building owners to navigate the challenges associated with COVID-19.

Now the CBD Program and NABERS are considering options to extend this assistance, and would like your input. This feedback will help us understand how the commercial building industry can be supported during this difficult time, including NABERS and CBD Program Accredited Assessors and building owners.
