CBD Program Fee Increase 1st July 2025

The CBD Program fees for the 2025-2026 financial year will increase to $512 per application. This updated fee will apply to all payments made from 1st July 2025.

The CBD Program charges fees for the processing of:

CBD Program fees are updated annually to account for any increase in the Consumer Price Index published by the Australian Bureau of Statistics, as per Section 11 of the Building Energy Efficiency Regulations 2010.

myGovID is changing to myID

As of the 12th of November 2024 myGovID will be changing to myID. It will have a new name and look – but you’ll continue to use it in the same way. When the change happens, you won’t need to do anything. You’ll still be able to: 

• continue using your existing app on your smart device 

• use the same login details and have the same identity strength 

• use it to securely access 

The change to myID, reflects the additional ways you’ll be able to use your digital ID in the future, and also aims to reduce the confusion between myGovID and myGov. To find out more, see www.myGovID.gov.au/DiscovermyID

New credit card payment system

CBD Program assessors and stakeholders can now make credit card payments online, through the Reserve Bank of Australia (RBA) Government EasyPay system. 

This means that stakeholders no longer need to phone the Department of Climate Change, Energy, the Environment and Water (the department) finance area in order to make payments relating to CBD Program exemption applications or assessor accreditations.

Please note that the CBD Program fee for exemption applications and assessor accreditations is now $500, as of 1 July 2024.

CBD Program expansion consultation

The Australian Government is considering changes to the Commercial Building Disclosure (CBD) Program. Successive reviews of the CBD Program suggest that expanding the program to cover new building and ownership types will reduce energy consumption, reduce energy bills, and lower greenhouse gas emissions. On behalf of the Australian Government, KPMG has completed a feasibility report [PDF] on Expanding the Commercial Building Disclosure Program (feasibility report). This analysis of the CBD Program suggests it is performing well when compared internationally and, if expanded to other building types, could be a powerful tool in transitioning Australia’s commercial buildings to net zero.

New CBD website is live!

We are pleased to advise that our updated CBD website will be going live from today, Thursday 6 June  2024. In it you will hopefully discover an easier to navigate, all in one place, simplified layout of the critical CBD Program information you need. 

All previous pdf guidance notes have now been converted into webpages and incorporated into the main drop-down menus. We’ve also implemented more accessible “accordion” sections into this guidance material and added additional material and examples to assist with CBD Program exemption applications.  Please note that some of your older CBD links saved to favourites may no longer function.

Our intent is to help all our stakeholders save time by getting access to the most relevant information quickly, and to have a clear understanding of CBD Program requirements and processes.

Anzac day shutdown

The CBD office will be closed for Anzac Day on 25th April 2024. The CBD Assessor Portal will still be available for assessors to create and submit applications however, calls to the CBD Hotline will not be answered during this time. If you have a question, please email info@cbd.gov.au. The office will re-open Friday 26th April 2024.

Assessor portal - Update on New Features

The CBD Administrator has now updated the new CBD assessor portal, introducing two new features:

Copy/Pasting functional spaces in TLA applications

In TLA Applications, assessors can now quickly make a copy any saved functional space. Click the “Copy” button to the right of any functional space description:

Assessors are responsible for ensuring that the content of all submitted functional spaces is correct. All functional space information including level number, NLA, and NLPD assessment method will not be automatically updated when a functional space is copied.

Submitting BEEC Applications before NABERS rating is certified

When submitting a BEEC application, assessors can now link a NABERS rating which is yet to be certified.

The CBD Administrator will be automatically notified once a new NABERS rating is certified. BEEC application processing will only begin once the linked NABERS rating has been certified.
